Dinah PoKempner guides Human Rights Watch in the development of its positions on international law and policy. She researches and writes on international humanitarian law, cyber-liberties, hate speech, freedom of expression and research ethics, among other topics. Dinah’s field work has taken her to Cambodia, the Republic of Korea, Vietnam and former Yugoslavia; she has lectured and taught international law and human rights classes at many major universities and testified to the U.S. Congress on encryption policy. She has also worked for the Office of the Legal Advisor of the U.S. Department of State.

Dinah is a graduate of Yale University and Columbia University School of Law.

She became involved with HRDAG in 1997, and she has been engaged in the organization’s mission since then. As a member of the Advisory Board, she helps the organization in decision-making, as well in legal and logistical matters.
